Stephen acts primarily for institutional clients and regulatory authorities dealing with a variety of contentious and non-contentious matters focusing on financial crime and compliance. His work includes criminal defence and prosecution of financial crime, regulatory inspections, compliance audits, governance reviews, drafting of industry anti money laundering guidance notes and compliance and anti money laundering remediation projects. He is frequently engaged in politically sensitive matters involving the recovery of the proceeds of political corruption.
With additional expertise in sanctions, Stephen regularly advises some of the world’s largest non-US banks on the risks of criminal and civil liability resulting from breaches of Office of Foreign Assets Control (OFAC) sanctions. He assists in facilitating sanctions training programmes in the City of London, organised by the British Banker’s Association (BBA).
Stephen is recommended by the Legal 500 and the Chambers & Partners Directory 2007 and is featured in the European Legal Experts Directory.
Stephen regularly publishes in the fields of regulation, compliance and financial crime and has lectured at a number of European universities as well as the World Bank, the United Nations, the National Criminal Intelligence Service, the Federal Bureau of Investigations, the US Immigration and Customs Enforcement Department and the US Department of Justice.
Stephen is a member of the Society of Trust and Estate Practitioners.
Outside of work, Stephen is the Chairman of the Jersey Employment Trust, the training and support employment agency for disabled people in Jersey.
